Daughters dad wont pay child support, didnt show up to court, now has order of arrest. but they wont go arrest?

SHes 3 and he owes 5000 dollars. He has never paid except 1 time for 13 dollars. He won't get a job, didnt show up for 2 court dates. They have an order of arrest for him, suspended his license. He still drives around, and they still havent went and arrested him or even tried.. My case worker says there is nothing she can do until hes arrested?? is that true? I treid to get him to sign over his rights to her. but he wont, He hasnt seen her in over a year and hasnt helped finacially since she was born.. What can i do?
