Do Mac Minis work on Windows computers?

It is generally a bad idea to develop programs on a completely different platform than the target platform. Also, if you have completely no experience in programming, you should take cles in that - developing apps (and presumably, getting money from them) is not a matter of weeks, but years of practice.
