How long was it before...?

When Clinton first took office, every conservative I knew was blaming him for the economic problems at the time. They proudly displayed their bumper stickers "Don't blame me, I voted for Bush" to make a point that any problems are directly due to Clinton. But eventually, the economic prosperity was indisputable and they changed their arguments to "Clinton did nothing to help make the economy so great". How long did it take for most of them to shift their positions?
