Why do "bad guys" ally themselves with other "bad guys"?

Haven't they watched enough movies to know that the more powerful bad guy always kills the weaker bad guy in the end after using them to their advantage? (Example: Saddam Hussein shaking hands and making deals with Rumsfeld and being an ally to the Reagan administration only to be executed by Reagan's Vice President's son twenty years later).
