Why do SOME people think it is Vince's fault for certain wrestlers not being inducted into the Hall of Fame?

exactly. vince asks the person beforehand whether or not they would like to be inducted, and if they say no, then whatever, why blame vince? you think vince is just going to induct someone who doesn't want to be inducted and not be at the inductee?
